If the preventative action is causing the problem, shouldn’t the preventative action be reassessed.

You also seem to be concerned that the government wants to save your money, but unconcerned that the private side might want you to spend it unnecessary. That’s the money direction that concerns me. Everyone knows there body best, if getting a mamogram every year makes you feel healthier and safer, then by all means go for it. But don’t pretend that a committee of any kind (private or public) has the means to know what is best for everyone. Trust you individual doctor instead.
