(Alternatively couldn’t they just auto-flag all new auctions that contain the words “elephant” and “ivory” for moderation? It’s no different from what blogs do for comments and social networks do for duplicate submissions.)

Right now if you go to their site and type in ‘ivory’ you get a lot of ‘helpful’ suggestions and almost all of them are related to elephant ivory. If buyers can’t find sellers because the word is unsearchable that would be a good start and eBay could accomplish that with a few lines of code.
